Will we ever feel safe again?

When our previous neighbor announced he was moving I was filled with mixed emotions. He was a loud and sort of obnoxious guy but his kids were quiet. Other than when he was yelling at them life was pretty uneventful in our neighborhood. Now that he has left his cousin has moved in with some odd assortment of people. Everyone around them is concerned because they party constantly. When they aren't partying they leave the kids alone for days at a time. We have done everything we can to improve our home security. Someone suggested we look into kichler lighting but I really don't know what that is. We have motion sensitive lights outside and several locks. I just hate feeling like a prisoner in my house because the outside is a never ending flow of drunks or teenage hooligans.
